MOMENT FATHER AND SON ANGLERS ATTACK FISHERIES OFFICERS 'OVER SIMPLE REQUEST'

A father and son who lashed out at fisheries officers who simply asked to see their licences have been handed a hefty £12,000 court bill. ​Anglers Sidney Bowman, 75, and Andrew Bowman, 44, ​attacked two Environment ​Agency officers who had asked for their names and addresses.
Dad Sidney poked one in the eye after his son thumped the officer in the face in an assault which was all caught on camera.

The ordeal only ended when police were dispatched to the scene, with Sidney and Andrew finally confirmed who they were.

The duo, both of Cross Place Dudley, were punished for their offending at Telford Magistrates' Court on April 25.

The court heard how Sidney and Andrew were at Poole Hall Fishery, Alverley, Shropshire, on September 6, 2023.

They were fishing when they were approached by two bailiffs who were checking fishing licences, the Environment Agency said. Andrew refused to give officers his details and told his dad not to as well.

According to the Environment Agency, failing to provide your details when requested by a water bailiff is an offence.

The officers cautioned Andrew for not providing his details but he became verbally and physically abusive. He threatened the officers and started moving his equipment. The officers 'feared for their safety' and moved a fishing knife away from the convicts. When the bailiffs said they were removing fishing gear for evidence, Andrew hit one officer in the face. Sidney then tried to grab the officer's chest, where his radio was, and 'poked him in the eye with flailing arms'.

The court heard how Andrew had to be taken to the ground after he refused to allow the officers to handcuff him.

Andrew continued to give officers incorrect details, claiming he was called David Wilkes and lied about where he lived. Police were called, with Andrew and Sidney finally providing their correct details.

Sidney admitted two counts of assaulting an emergency worker and one count of fishing without a licence. He was ordered to pay an £806 fine, a £322 victim surcharge and £4,000 costs.

Andrew admitted two counts of assaulting an emergency worker, two counts of obstructing a water bailiff and one count of fishing without a licence. He was handed a £634 fine, a £253 victim surcharge, £50 compensation and £6,000 costs.

Environment Agency water bailiffs are considered constables 'for the purposes of enforcing fisheries legislation' and are protected under the Assaults on Emergency Workers (Offences) Act 2018.

A spokesperson for the Environment Agency said: "These sentences handed out show that the courts will not allow assault of public servants to go unpunished.

"It sends out a strong message to other people trying to stop our officers from performing their duties. "Our officers do endure abuse and threats of violence in carrying out important work to protect people and the environment. "The Environment Agency will not hesitate to prosecute those that obstruct or assault its staff.

MIDLANDS ANGLERS NAMED AND SHAMED FOR £1,300 FISHING ERROR

Anglers from the Midlands have been punished by the Environment Agency for flouting fishing rules. Three men have been prosecuted in separate cases after they were caught fishing illegally.
The three defendants have now been forced to pay a court bill topping £1,300. An Environment Agency spokesperson said: "We hope the penalties these illegal anglers have received will act as a deterrent to anyone who is thinking of breaking the laws we have in place across England.

"Fishing illegally can incur a fine of up to £2,500 and offenders can also have their fishing equipment seized. We inspect rod licences 24/7, 7 days a week to check on cases of illegal fishing and for those caught cheating the system, we will always prosecute.

"Illegal fishing undermines the Environment Agency’s efforts to protect fish stocks and make fishing sustainable. Money raised from fishing licence sales is used to protect and improve fish stocks and fisheries for the benefit of legal anglers."

The defendants were prosecuted at Northampton Magistrates' Court on Monday, January 13. Alex Jones, of Jessie Road, Walsall, was convicted in his absence of fishing without a licence at Foxhills Fishery, Great Barr, on July 14, 2023.

The 40-year-old was also convicted in his absence of leaving a rod or line with its bait or hook unattended on the same date. He was ordered to pay a total of £443 for fishing without a licence.

The defendant was fined £220, handed £135 costs and told to pay an £88 victim surcharge for the second offence. Sebastian Kucharski, 36, of Cheltenham Road, Evesham, was convicted in his absence of fishing without a licence at Manor Farm Fishery, Evesham, on August 11 last year.

The 36-year-old was fined £220, ordered to pay costs of £135 and told to pay an £88 victim surcharge. Pavel Pavlov, of Uxbridge Street, Burton-upon-Trent, was convicted in his absence of fishing without a licence at Longford Fishery, Longford, on July 31, 2024.

The 25-year-old was handed a £220 fine and told to pay £135 costs, along with an £88 victim surcharge. All anglers aged over 12 who intend to fish on a river, canal or still water must have a licence.

A one-day licence starts from just £7.10, while an annual licence is priced from £35.80.

MYSTERY SURROUNDS SCHOOL OF FISH FOUND DEAD IN DIGLIS CANAL

Mystery surrounds a school of dead fish found in a Worcester canal.
A large number of fish were found dead in Diglis near a section of the canal where it connects to the River Severn.
The school of around 20 to 30 fish was discovered floating on top of the water.

A spokesperson for the Canal and River Trust is unaware of why dead fish are in the canal but said they will monitor the area.

A Canal and River Trust spokesperson said: "It's always upsetting to see dead fish in the canal and would urge anyone who spots fish in distress to call our emergency number on 0800 47 999 47 or the Environment Agency on 0800 80 70 60.

"We don't know why a few dead fish were spotted along the canal in Worcester.

"It appears to be an isolated incident.

"Our teams will be out monitoring the canal over the next few days to ensure there is no pollution issue along the canal."

In 2023, hundreds of dead fish were found within the Worcester to Birmingham Canal due to falling oxygen levels.

At the time, pumps were installed to try to resolve the issue, as high heat and humidity reduced oxygen in the water.

The situation had become worse after a sudden thunderstorm.

It was believed that 700 fish had died in the incident between Blockhouse Lock 4 on the Worcester and Birmingham Canal.

Worcestershire Wildlife Trust said it is not best suited to comment on the situation.
